 Special Units

Central Patrol Division not only consists of patrol officers, but there are several special units which operate out of the facility.  These units operate not only in a support nature, but many use proactive law enforcement activities to help prevent crime before it happens.

            Tactical Response Team 1

The Kansas City Missouri Police Department has three Tactical Response Teams.  Each team consists of one captain, two sergeants and twelve police officers.  Tactical Response Team 1 is stationed out of Central Patrol Division.  The primary responsibilities of the Tactical Response Teams are to train for and respond to Operation 100's.  An Operation 100 is an incident involving sniper attacks, armed and barricaded persons, or hostage situations.  Another responsibility of the Teams are to serve as a compact, flexible, and highly mobile operational strike force to be utilized for attacking unusual or special police crime problems which require a concentration and/or saturation of personnel at a given time or place without interrupting normal beat patrol.  It is a goal and objective of the Tactical Response Teams to be responsive to as many requests for their special services from other elements and agencies as possible.  In order to maintain operations at optimum levels of effectiveness, the Teams must remain flexible enough to cope with a variety of difficult and complex problems.  In general, the duties and responsibilities should include, but are not limited to, the following:

Serve as a support to Patrol, Investigations, and Intelligence by assisting with:

  • Surveillances
  • Crowd Control (riots and demonstrations)
  • VIP Security
  • Fugitive Apprehension
  • Search Warrants
  • Negotiator Response’s
  • Police Funeral Detail

Target Oriented Policing Squad (TOPS)

The "Target Oriented Policing Squad" (TOPS) is comprised of a Supervisor and eight officers.  This unit has the ability to direct all of their attention to a developing crime pattern, or to a problem area or individual.  The TOPS unit works varying hours, and often change their method of operation and patrol tactics to fit the environment.   TOPS officers are frequently utilized as a supporting element to the department’s Tactical Response Squads and have also received extensive training in surveillance and basic patrol functions.  Officers in TOPS utilize high visibility patrol, plain clothes, decoy operations, surveillance and other techniques to quickly bring problems to a successful conclusion. 

Community Action Team/Community Action Network (CAT/CAN)

"Community Action Team" (CAT) officers work out of "Community Action Network Centers" (CAN) located within Central Patrol.  Often, the CAN Centers are located areas of the City that require more directed attention.  By placing officers closer to the neighborhoods they patrol, officers take a more directed interest in the area, and residents are able to become more familiar with the officers that patrol their neighborhoods.  CAT/CAN is a key concept in the "Community Policing" strategy.  CAT/CAN officers often attend local Community Meetings, and work closely with neighborhood and homeowner associations to solve ongoing crime problems.

Community Action Teams

The mission of the Central Patrol Division’s Community Action Team Officers is to solve community problems of crime and disorder and to create strong partnerships with the community. There are four Community Action Teams (CAT Teams) in Central Patrol Division with two officers.  There are two officers in each of the CAT Teams.  CAT Team Officers work with neighborhoods and businesses to proactively solve crime and quality of life issues.  All CAT Team officers are trained bicycle officers.  The Central Patrol Division CAT Team officers and their areas of assignment are listed below.

Community Action Network Centers (CAN)


Central Patrol Division has two CAN Centers, the Westside CAN Center and the Urban Hills CAN Center.  CAN Centers combine neighborhood and police resources to proactively solve crime and quality of life issues.  The flexibility and creativity brought about by the CAN Centers have led to many positive results and stronger neighborhoods.  Two officers are assigned to each center and all are trained bicycle officers.   

Westside CAN Center

The Westside CAN Center serves the historic Westside neighborhood. This area is defined by Interstate 670 on the North, Broadway on the East, 31st street on the South, and Southwest Boulevard/ Cliff Drive on the West. The small size of this area allows the efforts of the center to be more effective. The main problems facing the Westside have been problems associated with an impromptu day labor site operating on a street corner and juvenile crime issues. The center and the officers have taken a proactive approach to these problems by moving the labor activities to the new center’s location and creating structured activities for the neighborhood youth. Other activities include community cleanup efforts and graffiti eradication.

The Community Action Network Officers assigned to the Urban Hills CAN Center work with the residents who live in the Union Hill, Longfellow Heights and Beacon Hill Neighborhoods.  The officers work with residents to address crime problems and quality of life issues that affect the community.  The officers have developed strong and positive relationships that are critical in assisting the police department and the neighborhoods achieve their goals of reducing crime and strengthening the community.  

Downtown Foot Patrol

The Downtown Foot Patrol members interact daily with businesses and residents of the downtown area to ensure the area maintains a low crime rate.  The officers also meet regularly with business and property owners to work together to solve different issues.  In addition, the Downtown Foot Patrol is responsible for handling major events downtown - such as large conventions.

The Downtown Foot Patrol consists of one Sergeant, and eight (8) police officers.  In addition to foot patrol, the unit also utilizes bicycle patrol,  and marked police vehicles.  

The geographical boundaries are Charlotte on the East, Broadway on the West, Truman Road on the South, and 6th Street on the North.  The Foot Patrol also covers the River Market area.
