Building a Strong Partnership

Central Patrol Division strongly believes that for crime to be controlled and decreased, community involvement is a necessary part of Law Enforcement.  With the continuing demand being placed on patrol officers, one of the most valuable assets is a community that is willing to act as the "eyes and ears" to make Law Enforcement aware of potential problem areas.  The Kansas City Missouri Police Department uses a "Community Oriented Policing Strategy" (COPS), to help open the lines of communication between the citizens and Police Department.  Central Patrol Division has several special units including "CAT" (Community Action Teams), "CAN" (Community Action Network), Housing, and Footbeat Patrol.  These units work to get to know the citizens of the areas they patrol, and work with the citizens to eliminate crime and increase the positive perception of Law Enforcement. 

In addition to these special units, Central Patrol also staffs a Community Interaction Officer (CIO), whose job is to be a liaison between the Police Department, and the Citizens of Kansas City.

Community Meeting Room

The Central Patrol Division Station is equipped with a "Community Meeting Room" in its facility.  The meeting room is designed to give members of the community a safe, clean location to hold meetings and discuss community issues.  The facility is equipped with adequate tables and chairs for 40-50 persons (removal of tables could allow for a larger capacity).  For more information on the Community Room, or to check on availability, call the division Administrtive Assistant at 816-759-6327.

Citizen Police Academy

The Kansas City Missouri Police Department has a "Citizens Academy" to allow the citizens of the city an opportunity to experience some of the things our officers encounter on a daily basis.  For more information on the Citizen Academy, CLICK HERE.

Community Interaction Officer

Officer James Schriever is the Community Interaction Officer at Central Patrol Division.  Officer Schriever is a 20-year veteran of the Kansas City, Missouri Police Department.  Officer Schriever works proactively with neighborhood associations and business groups to assist in improving the relationship between the groups, and the police department.  Due to his tenure and experience, Officer Schriever is a great resource in helping residents solve neighborhood concerns.  Officer Schriever performs many functions, some of which are listed below.  Officer Schriever may be contacted at phone number 816-759-6313 or email jschriever@kcpd.org

The duties of the Community Interaction Officer include:

  • Completes the Central Patrol Division Communicator that is sent to the e-mail addresses of over two hundred neighborhood and business organizations.  The Communicator is used to alert citizens about crime patterns, crime prevention, safety tips and community events.  Please contact your neighborhood association or business organization to receive your copy.
  • Presents crime prevention programs that are aimed at stopping crime before it occurs.  Crime prevention is one of the best, yet often over looked, methods at eliminating the opportunities criminals look for when they commit their offenses.
  • Teaches personal safety designed to increase protection against crime.  There are programs designed for neighborhood residents and business employees.
  • Develops Block Watch programs in Central Patrol Division neighborhoods.
  • Develops Neighborhood Watch programs in Central Patrol Division.
  • Performs free residential and business security surveys.
  • Sends out monthly crime statistics to neighborhood associations and business organizations located in Central Patrol Division.
  • Completes the monthly schedule of neighborhood and business meetings.  If you wish to have a district officer attend your meeting please contact Officer Schriever.
  • Fingerprints children with Identification Kits and teaches the “Danger Stranger Program” to youth.
  • Maintains a crime prevention booth at functions such as the Home Show, Sports Show, Remodeling and Decorating Shows.

Crime Analyst

In addition to the Community Interaction Officer, Central Patrol Division also has a full time Crime Analyst.  The duties of the Crime Analyst include tracking crime statistics and identify crime patterns.  The Crime Analyst also prepares monthly crime reports which are presented to the Board of Police Commissioners.  The Crime Analyst works closely with the Community Interaction Officer to provide local businesses and residents statistics for community meetings and presentations.  The Crime Analyst uses advanced computer mapping technology to watch for crime trends, and is often an integral part of the investigation process.
